Kim Threlfall is a Principal Consultant at HMMH in the Aviation Services Department. With 22 years of experience in environmental planning, she is a Project Management Professional (PMP) and LEED AP, with specialized knowledge of the National Environmental Policy Act (NEPA). Her work is focused on the development and management of transportation-related development projects of all complexities, including large-scale, high profile Environmental Impact Statement (EIS) and Environmental Assessment (EA) projects for a variety of federal agencies including the Federal Aviation Administration, Federal Railroad Administration, National Park Service, Federal Highway Administration (FHWA), Federal Emergency Management Agency (FEMA), and U.S. Army Corps of Engineers. She is an expert in managing all aspects of a project, including client management; public outreach; scoping; environmental analysis and document review; and ensuring adherence to NEPA and state equivalents requirements. Ms. Threlfall has also contributed to national research efforts for the Transportation Research Board including the “Guidebook of Practices for Improving Environmental Performance at Airports Small,” published in 2011 by the National Academy of Sciences and is an active member of the National Association of Environmental Professionals, participating in regular conversations as part of the Environmental Justice, NEPA, and Transportation Working Groups within that organization.
