George Noel is a Principal Consultant in HMMH’s Aviation Environmental and Sustainability group with over two decades of specialized experience in air quality and noise analysis. His extensive background includes significant work in emissions and dispersion modeling for both the aviation and highway sectors. Prior to joining HMMH, George excelled as the national subject matter expert in mobile source air quality and transportation noise at the Federal Highway Administration (FHWA), where he was instrumental in providing technical leadership, regulatory guidance, and stakeholder engagement for high-profile national projects.

With a B.S. in Civil Engineering from Embry-Riddle Aeronautical University and active leadership in the Air & Waste Management Association as Chair of the Transportation Division, George’s federal experience in conformity analyses, MSAT studies, and modeling innovations significantly enhances HMMH’s ability to support clients in meeting environmental requirements.
