Scott R. Noel, AICP, INCE

Principal Consultant Specializing in Rail & Transit, Federal Programs, Construction & Architecture, and Aviation

Based in Oregon, Scott Noel is a Principal Consultant in HMMH’s Surface Transportation Group. He is responsible for managing highway noise mitigation studies as well as air quality projects, generating new business opportunities, and providing quality assurance checks on works completed by other staff. Scott’s background in commercial and industrial projects as well as those in the aviation sector provide an opportunity for cross-sector support on some projects.

He also actively participates in the Transportation Research Board’s Committee on Transportation-Related Noise and Vibration, the American Wind Energy Association’s noise working group, the Institute of Noise Control Engineering, and the American Planning Association.

Scott holds a B.A. in Environmental Planning and Geography from Elmhurst College in Elmhurst in Illinois.


Scott spends his free time raising his two sons and enjoys skiing and playing the drums.
