Monitoring System (NOMS) Procurement, Baltimore/Washington Int’l Thurgood Marshall Airport

HMMH is assisting the Maryland Department of Transportation Maryland Aviation Administration (MDOT MAA) in the replacement of their noise and operations monitoring system (NOMS) at Baltimore/Washington International Thurgood Marshall Airport (BWI). During procurement, HMMH assisted in the following areas: system specification, including system capabilities and vendor services; harmonizing the specification documents with MDOT MAA procurement policies; and vendor selection, including pre-proposal workshops, proposal evaluation, and vendor interviews. Following the selection of a NOMS vendor, HMMH continues to support MDOT MAA as the system is installed and implemented at BWI. Current tasks include: responses to vendor questions regarding technical specifications; review of vendor documentation during NOMS fabrication, installation, acceptance testing, and training; review of testing procedures and system calibration reports; participation in, and evaluation of, a two-day system demonstration; monitoring and evaluating the 30-day operational test; providing recommendations to MDOT MAA regarding final acceptance; and public outreach to explain the NOMS to the community.
