FAA National Aircraft Noise and Annoyance Technical Support
HMMH updated Planning in the Noise Environment, originally published 1978. The proponent for this update was Headquarters, US Air Force – Logistics, Installations, and Mission Support (Air Staff A4/7), office of Noise/Encroachment Management, working in close coordination with: Air Force Civil Engineer Center (AFCEC), Planning & Integration Directorate, Comprehensive Planning Division, Regional Development Planning Branch (AFCEC/CPPR); Naval Facilities Engineering Command (NAVFAC) Atlantic, Mission Compatibility Office; and, US Army Public Health Command, Operational Noise Program.
The purpose of the original publication in 1978 was to provide installation planners with a procedural tool designed to aid in the development of acceptable noise environments for facilities on military installations. The updated handbook provides a reference for understanding basic acoustical terminology (metrics) and propagation; the varied effects noise has on persons, communities, and fauna; the most common military noise sources and how best to model or measure them; and facets to examine when considering techniques for monitoring or mitigating noise effects, including community and stakeholder engagement.
